Leicestershire is the county that surrounds Leicester, but the city has its own council, so this page is about the market towns and villages looked after by Leicestershire County Council. Loughborough has the most care employers, followed by Hinckley, then Melton Mowbray, Market Harborough and Coalville, with Wigston just behind. The south of the county is changing fastest: Harborough district grew by 14.3% between the 2011 and 2021 censuses, the biggest rise anywhere in the East Midlands.

The county council divides its home care framework into 14 zones. Some are built around busy places, such as Charnwood North (Loughborough, Shepshed and Kegworth) or Coalville and Ashby. Others are small towns like Lutterworth, Castle Donington and Bottesford, and two cover open countryside: Harborough rural, and the villages around Market Bosworth, Desford and Newbold Verdon. Care is priced in four bands, urban, fringe, rural and isolated, according to how much travel sits between visits. If you don't drive, a town zone is the realistic choice; the rural ones are car work.

Around 3,000 people in the county use direct payments, and the council has said it wants more of them to employ their own personal assistants or use self-employed PAs. It offers a payroll service to people who employ a PA, which takes some of the paperwork off their hands and makes regular private work more achievable.

Leicestershire Partnership NHS Trust runs community hospital wards in Loughborough, Hinckley, Coalville, Melton Mowbray and Market Harborough, offering rehabilitation and end of life care with unregistered assistants working alongside nurses. Loughborough College Group teaches Health and Social Care at Loughborough College and at Stephenson College in Coalville.
