Carers in Cumberland are spread thinly. Carlisle has the largest workforce, while services on the west coast draw mostly from Workington, Whitehaven, Maryport and the villages between them. The fells and the A66 sit between the two, so a carer living in Carlisle is rarely a realistic option for a round in Cockermouth. The working age population in the west is falling, which makes each local carer harder to replace. In Copeland alone the population dropped by about 3,500 over ten years.
